This is similar to the previous work, in that internal code now decides which texture loader to use, and it usually uses the background loader. Only skin textures stored in myskin/media are loaded synchronously, whether packed into an XBT or unpacked, such as when running the skin from source.
Like the previous work, there is the same potential for texture pop-in or other impacts so we'd appreciate any skinners testing for adverse effects. For instance, skins may see a difference in texture loading if they had intentionally used the sync loader for images not in their media/ folder, like special://skin/extras/.
